1) Maximum prices legislated for all embedded-network utilities

• NSW will legislate price caps for electricity, gas, hot water and chilled water within embedded networks.
• IPART will set and enforce these caps.
• What it means: direct safeguards for residents who can’t choose a retailer — removing excessive mark-ups and ensuring market‑comparable pricing.

2) Transparent, energy-based billing for hot and chilled water (Item 11)

3) Mandatory EWON membership for all EN operators

• Every seller/operator of electricity, gas, hot or chilled water in embedded networks must join EWON.
• Residents get the same independent complaints pathway as the open market.

4) Enforceable statutory compliance and transparency framework

• Regulators will have powers to investigate, publish operator pricing/site info and issue penalties for non‑compliance.
• This makes the rules enforceable — not just guidance.
